Global Policy for IPv4 Allocations by the IANA Post Exhaustion

I have been working with a team of other concerned netizens on a new global policy proposal since the spring ARIN meeting in Toronto. It started as a lunch time conversation and grew from there.

The idea was spurred by last year’s attempt to enact “Global Policy Proposal for the Allocation of IPv4 Blocks to Regional Internet Registries.”

When developing this new proposal, we saw the previous proposal as having two distinct provisions:

  1. Creating a pool in IANA for returned space and creating a method by which IANA could distribute that space (and any other space not covered by current IANA policy, namely the fragments).
  2. Mandating the unconditional return of all space recovered in any region to IANA for distribution by the method created in provision #1.

Because we felt that provision #1 was vitally important and we saw that provision #2 had stopped the entire proposal from being adopted as written in the ARIN region (and thus halting the entire global process), we decided to create a proposal to address provision #1 (facilitate the return and re-distribution of IPv4 address space through the IANA) independently. The proposal that we came up with is currently under discussion around the world:

Although we felt it best to separate the two provisions and chose to tackle only the first one ourselves; I do not believe that putting this proposal forward precludes anyone from submitting a subsequent global proposal to address provision #2 if they see a need to do so (in fact it probably facilitates it).

I believe that this is an important and necessary policy and so I will continue to work on it’s behalf as long as is necessary.
